I am looking for suggestions on how to remove graffiti from pavers or retaining wall block?

Water soluble spray paint should come off easily. Spray enamel is going to be harder to remove.
1st line of attack, Hot water pressure wash on both pavers & retaining wall block
2nd line of attack if pressure washing doesn't work, try using a degreaser such as PaverDETERGENT or a stripper such as Sticky Icky, Krud Kutter or WP-15 which are solvent based cleaners.
Solvents such as PAVERDE-STAINER may remove the paint, but there is a chance that by using it, the paint may discolor the pavers.
As a last resort there is sandblasting or soda blasting.

Rightly said that you should use the water soluble spray paint.If it does not work then you should try degreaser like Paver detergent cleaners.I think your problem will be solved.

Surface texture and absorbtion affect how successful you might be with your cleaning attempts. Walls generally absorb more and have a rougher surface texture. Very difficult to clean. Sometimes sandblasting is used as a drastic measure with visible after effects.
Many times it is easier to replace pavers than to clean them. If old and worn best to treat the replacement pavers with a PaverPREP or other quality acid to age them prior to installing them. When doing this always pull up more than you need and mix new with old good pavers to reduce "patch" effect. I have learned to tell the painter to call his insurance company for replacement cost.

NEVER use just a pressure washer alone.
You can cause permanent damage to the surface.
There are some graffiti removal chemicals on the market that work...and work well. You may have to do some testing...but we have found some products work better for some things and other products work better for others...but can usually effect a complete removal with ZERO damage.
