Im' pretty sure you can lay pavers ontop of existing concrete and use that as your foundation if you have it?

Am I correct here or am i wrong?

ie) You want to build a step and the existing concrete is already there, you can just lay some bedding/coarse sand ontop of the concrete and lay pavers ontop of it?

I know with a concrete base you have to remove when installing a patio or a walkway, but with steps you can use it as your foundation?

Generally overlays are done with one inch of sand, before installing the pavers. However, when pavers are installed over concrete steps no sand is required. Glue pavers to the pavement along the outside edges .
