I am going to install pavers up to the entrance of a recently constructed garage. My concern is that the excavator's back-fill against the footers will be uncompacted soil for as far deep as the footers go down. How do I combat this approximately 10 feet of soil that will be settling for well over a year when I'm installing the pavers now?

This is a good example of when geo-fabric should be used. The fabric is laid under the base and up the side of the foundation.

A jumping jack compactor works well in these areas too (before fabric and base). You will get better compaction of the soil than a large reversible rammer due to the small plate and high amplitude.
