Adhesives

I need to adhere coping stone to a galvanized metal collar which is in a pool area. I am from the northeast, so there is an issue with freeze/thaw. What would you use?

Many of the foaming polyurethanes and premodified polyurethane adhesives should work. Freeze/thaw is not as much of an issue as proper surface prep and adhesive application.

I tried a couple products in a test area, without much luck. Is there something I should do to prepare the surface other than clean it off?
