Default wedding stairs

I am working on a wedding step, one for now, maybe two. stairs are going to an 8' sliding door. there is 22" from the threshold to the desired grade, that could be changed. there is 10" of exposed foundation, and then 12" of wood and flashing. the single step," wall block with a cap, for the tread works fine, 5' out 8' across,filled in with pavers, 8' granite step as the second step. is there a way to add a 2nd smaller wedding tier step? meaning, how would I add base material and compact against wood and flashing as apposed to the foundation? sorry if this seems hard to read, it's harder to explain. Thanks......
